The position is located in the Environmental Planning Division, Naval Facilities Engineering Command, Pacific (NAVFAC Pacific), Pearl Harbor, Hawaii.  The incumbent provides environmental planning support and advice to activities within the area of cognizance of NAVFAC Pacific, with a focus on Guam.


 Incumbent provides administrative services and technical support for archaeological and historical resources surveys and inventories of historically significant properties.  Assists in preparation of documentation needed for designing and conducting cultural resources surveys and inventories.  Assists in the preparation of mitigation plans.  Assists in the preparation forms for the nomination of historic properties on Guam for listing in the National Register of Historic Places and assists in preparation of standardized memos as required by DoD agreement documents pertaining to the island of Guam.  Assists in coordinating with designated Historic Preservation Officers and their staffs, and other agencies and individuals.   (50%)     

Reviews proposed Navy actions within NAVFAC Pacific area of cognizance for potential impacts to cultural resources, and compliance with historic preservation statues, regulations and guidelines.  Assists in the development of plans to avoid, minimize and/or mitigate effects of proposed development actions.  Under the supervision of the Supervisory Archaeologist, coordinates and consults with Navy and Department of Defense (DoD) personnel.  Reviews environmental documents, technical reports, and other documents for Navy actions within NAVFAC Pacific’s area of cognizance, with a focus on Guam.  (25%)

Reviews environmental planning documents, design and construction documents for compliance with historic preservation statutes and agreement document requirements.  Also assists in designing and recommending compliance measures including negation or mitigation and project modification.  (25%)


1.  Knowledge of and skill in interpretation of environmental planning documents.

2.  Skill in oral and written communication.

3.  Skill in the use of Microsoft Word, Excel, PowerPoint, Project, Adobe Acrobat, and Adobe Photoshop.


Incumbent works under the Supervisory Archaeologist who establishes objectives to be achieved, special problems to be solved and set priorities and deadlines for major projects.  The Supervisory Archaeologist also provides technical guidance.  The incumbent plans and carries out the assigned projects, coordinating the work with others as necessary, and interpreting policy on own initiative in terms of the established objectives.  Completed work is reviewed overall for compatibility with objectives and feasibility of management actions.


The position requirements may include fieldwork requiring physical exertion in the form of extensive walking over rough, uneven ground and rocky surfaces in remote outdoor environments, archaeological monitoring of construction work, as well as lifting of moderately heavy items.


The work is normally accomplished in an adequate office space with minimal exposure to personnel safety hazards.  Work environment for field inspections is described in Factor 3 above.
