About the Job:

This position is located in the Jasonville Field Office and serves at the senior level within the Technical Services Section of the Division of Reclamation, Department of Natural Resources.  This professional conducts comprehensive reviews and evaluation of permit applications and proposals of coal mining and reclamation activities under both Title IV and V to ensure compliance with the cultural and historic resource and cemetery requirements of state and federal coal mining and cultural preservation laws.  Also, you will interact with and advise the agency, industry and professional archaeologists concerning actions required to obtain and maintain a permit to mine coal and serves as delegate for comments and decisions of the State Historic Preservation Officer and Indiana Division of Historic Preservation and Archaeology.

A Day in the Life:

  • Provides documented decisions and recommendations concerning actions to be taken by the agency related to cultural and historic resources and cemeteries;
  • Ensures issued permits meet the requirements of I-SMCRA and other applicable laws;
  • Provides professional investigations, decisions and recommendations concerning agency actions under the Abandoned Mined Land Program (Title IV) to ensure compliance with the requirements of the National Historic Preservation Act and applicable state laws;
  • Performs reviews of coal mining permit applications and federal restoration projects including evaluating archaeological and cultural resource records and on-site investigation to determine potential effects;
  • Conduct reviews of reports provided by coal companies and their consultants to ensure they meet the requirements of obtaining and retaining a permit under I-SMCRA;
  • Performs technical, scientific investigations to locate, identify, and evaluate significant cultural resources using the most current scientific methodologies, professional methods and data interpretations;
  • Provides information and assistance to coal mine operators, permit applicants, consultants, citizens and the Division of Historic Preservation and Archaeology to obtain resolution of cultural resource issues when related to coal mines;
  • Assists the agency in development and implementation of rules, policies and procedures related to the requirements concerning cultural and historic resources under I-SMCRA and other applicable state and federal laws;
  • Other duties as assigned.

What we're looking for:

  • Ability to meet or exceed federal and state qualifications as a professional archaeologist and Principle Investigator;
  • Broad knowledge of theory, principles and practices of archaeology normally attained through a graduate degree plus a minimum of two years of related work experience at the professional level;
  • Thorough knowledge of archaeological methodology, regional prehistory and history, state and federal resource evaluation and planning criteria, artifact identification, and archaeology field, laboratory, and research methods;
  • Working knowledge of human anatomy and comparative osteology;
  • Working knowledge of field and laboratory artifact preservation techniques and methodologies;
  • Thorough knowledge of laws and regulations as related to surface and underground coal mining and the requirements of the National Historic Preservation Act as they pertain to Title IV;
  • Thorough knowledge of Indiana laws and regulations concerning human burials and cemeteries;
  • Specialized knowledge of ethno-history, geology, ethnobotany, human ecology, Pleistocene paleontology and statistics;
  • Working knowledge of historic architecture and historic structure evaluation under the National Historic Preservation act;
  • Specialized knowledge of methods and techniques used to identify, document and excavate historic and prehistoric interments;
  • Working knowledge of computers and data processing, survey, drafting, cartography, geographic information systems, global positioning system applications, and documentary photography;
  • Ability to comprehend, evaluate and author technical reports;
  • Ability to communicate effectively both orally and in writing;
  • Ability to plan, organize, and execute assignments, field investigations, and research;
  • Ability to respond to technical inquiries from staff, mine and other permit applicants, other state or federal agencies, colleagues, and the public;
  • Ability to establish and maintain effective working relationships with co-workers, superiors, other governmental officials, mine operators, and the public.
