RECRUITMENT: The Maryland Department of Transportation State Highway Administration (MDOT SHA) is recruiting for an Administrator II (Local Program Cultural Resources Specialist) position in the Office of Planning and Preliminary Engineering located in Baltimore City. This recruitment is open to anyone who meets the minimum and selective qualifications* by the closing date. This is a position specific recruitment.  

Nature of Work: The position will evaluate, assess, and coordinate projects submitted by local government agencies receiving Federal Highway Administration (FHWA) and/or the Maryland Department of Transportation funds.  The position must evaluate local government projects and determine their potential to affect cultural resources (e.g. archaeological sites, historic buildings/structures, cemeteries, historic districts, etc.). The position will document if the project is exempt from formal review and assist the local government agency in consultation with MHT, FHWA, and other parties consulting under Section 106 of the NHPA.  

She/he will also serve as a liaison between the local government agency, MDOT SHA, and MHT in order to facilitate and complete Section 106 review for projects that do not meet exemption requirements; such duties include drafting letters supporting no adverse effect findings, providing guidance to local agencies on scope and procurement of cultural resources support, and ensure quality products are produced by consultants in order to expedite review by MHT.  In the case of adverse project effects to historic properties, the position assists in the development of Memorandums of Agreement to mitigate impacts to cultural resources.
