Job Title: Cultural Resources Program Professional
Job location: Fort Bragg, NC or Fort Belvoir, VA
Plexus Scientific Corporation is seeking a Cultural Resources Program Professional in support of our contract with the Office of the Chief, Army Reserve. This position serves as the senior cultural resources subject matter expert (e.g., archeology, architectural history, preservation, and tribal affairs) and technical advisor. The successful candidate will provide cultural resources support to ensure that facilities actions, military operations, and real estate actions can be accomplished in compliance with cultural resources laws, regulations, and policies. They will manage and coordinate cultural resources programs, to include supporting enterprise-wide efforts, Integrated Cultural Resources Management Plans, and metrics. The following provides an overview of duties and responsibilities:
Develop environmental planning solutions that minimize or avoid impact to cultural resources.
Advise supervisors on emerging cultural resources statutes or regulations and the potential impact of these on projects.
Advise staff on application of Executive Order 13175, “Consultation and Coordination with Tribal Governments” and notification and consultation requirements as they relate to environmental projects.
Interpret and advise on cultural resource laws, regulations, and policies to effect good business decisions and successful project execution.
Review environmental documents and technical reports (e.g., Environmental Condition of Property Reports, Section 110 assessments, NEPA documents, etc.) for U.S. Army Reserve actions to verify alignment with established cultural resource laws, regulations, standards, and guidelines and to ensure all relevant and appropriate cultural resource elements are integrated.
Deliver technical consultation and guidance to meet leadership’s needs on cultural resources issues.
Support consultation services and provide technical guidance to subordinate commands.
Coordinate with the President’s Advisory Council on Historic Preservation [ACHP] for technical advising and other cultural resource issues.
Coordinate with environmental staff to verify all National Environmental Policy Act (NEPA) documents address the analysis of proposed military actions on historic buildings, structures, and landscapes to accurately scale environmental impact.
Support the negotiation, drafting and review of Section 106 Memoranda of Agreement (MOA) or Programmatic Agreements for effective management of cultural resources and to meet compliance requirements.
Complete all staffing actions surrounding a document from its draft stage to rendering a final decision.
Support the preparation and technical review of Integrated Cultural Resources Management Plans (ICRMPs) to meet mission requirements.
Prepare case reports, letters, or other required documents pertaining to cultural resources in the fields of archeology, history, and anthropology.
Minimum of a Bachelor’s Degree in archaeology, anthropology, or a related field. Secretary of the Interior Qualified Archeologist preferred
5-7 years of experience in the Cultural Resources Management field
Familiarity with the application of federal historic preservation law
Familiarity with GIS, databases and data analysis, and Microsoft Office products
DoD or federal agency experience preferred
Public speaking and/or training experience a plus
Travel anticipated 6-8 times per year
Position will be located at Fort Bragg or Fort Belvoir and will follow installation guidance as it relates to in-office/telework status
