This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as environmental technical expert on District Project Delivery teams for the Army Reserve 81st Readiness Division (RD) Program.

Conducts environmental assessments under the National Environmental Policy Act, which are concluded by decision-making documents: e.g. Record of Decision/Finding of No Significant Impacts.
Responsible for developing mitigation plans for adverse environmental impacts from Civil Works projects to include impacts on fish and wildlife, water quality, and other natural resources.
Develop, initiate, and maintain programs for the conservation, utilization, and rehabilitation of natural resources on 81st RD lands.
Performs Environmental consultation for management of the Integrated Natural Resources Management Plan (INRMP) and Integrated Cultural Resources Management Plan (ICRMP) ensuring all requirements in the plans are fully executed.
Coordinates documents during public coordination period with all interested parties that include the regulatory agencies, public, Corps leadership, and Congressmen.
Prepares scopes of work/cost estimates for various projects under the Civil Works Program.
Perform comprehensive review of Military Construction projects and DPW sustainment, restoration, and modernization projects to ensure compliance with all Federal and local environmental laws.
Establish a historic preservation program, to include the identification, evaluation, and treatment of historic properties in consultation with regulating agencies policies.
Responsible for compliance with cultural resources such as National Historic Preservation Act, Native American Graves and Repatriation Act, Archeological Resources Protection Act, consistent with sound principles of cultural resources management.
