Duties
Serves as technical advisor to the State Director and Associate State Director for archeological, paleontological, historic, and ethnographic resources; prepares instruction memoranda and manual supplements as needed.
Interprets laws/regulations/statutes/guidelines/state and national policy directives; conducts workshops/training to assure conformance with the same; prepare budget requests /cultural resources reports for State Office/Washington Office.
Negotiates and develops programmatic agreements, Memoranda of Understanding, and other agreements between BLM and individuals, institutions, and others for the purpose of managing cultural resources.
Researches, learns, and applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and improve the effectiveness and efficiency of services and work products provided by the team.
Leads the team in assessing its strengths and weaknesses and provides leadership in exploring alternatives and determining what improvements can be made (e.g., in work methods, processes, and procedures).
Informs/consults with BLM management/ landowners/state government officials/tribal governments/consulting parties and the public to provide information, develop partnership opportunities, meet legal requirements, and explain/ apply new technologies.
Works with a variety of consulting parties in the development of programmatic and memoranda of agreement, treatment plans, and compensatory mitigation opportunities.
Ensures maintenance and management of heritage resources program recordkeeping systems. Monitors program budget and reports workload accomplishments; develops programmatic and memoranda of agreements, treatment plans, and preservation plans.
