Duties
The position serves as an Archeologist performing professional work in heritage resource management within the framework of BLM’s multiple use mission. At this grade level, the incumbent applies a professional knowledge of archeological principles, theories, concepts, methods, and techniques to perform a variety of complex assignments related to heritage resource management.
Major Duties:
Curation: Ensures collections from public lands, and the associated records, are deposited in repositories that meet federal curatorial facility standards. Documents and reports to management information regarding collections deposited at curation facilities and compiles data for the annual heritage report.
Archeological Inventories: Designs and implements resource inventory strategies and sampling designs to obtain required data on heritage resources within a given project area. Conducts inventories to locate heritage resources and determine impacts due to developmental activities in accordance with applicable federal laws, regulations and policies. Provides professional recommendations on the significance of archeological sites, historic or prehistoric structures, or objects identified during surveys. Conducts site testing or excavation, as appropriate. Prepares professional reports and studies and reviews reports made by others, ensuring all reports are adequate to meet compliance requirements of legislation, regulation, and needs of BLM management.
Consultation: Informs and consults with BLM management, land owners, state government officials, tribal governments, consulting parties and the public to provide information, develop opportunities for partnerships, meet legal requirements, and explain and apply new technologies. Determines the significance of heritage resources found during surveys and recommends to management, tribal entities, consulting parties, and the public strategies for avoidance, minimization, data recovery, and/or mitigation of adverse effects to significant heritage resources. Works with a variety of consulting parties in the development of programmatic and memoranda of agreement, treatment plans, and compensatory mitigation opportunities.
Heritage Resources Management: Ensures compliance with Section 106 and 110 of the National Historic Preservation Act. Recommends and/or determines eligibility of heritage resources for inclusion in the National Register of Historic Places and provides recommendations for reducing or eliminating adverse project impacts. Ensures that heritage resource services are adequate to meet multiple resource planning and project requirements. Provides recommendations and solutions required to achieve compliance and eliminate resource conflicts. In conjunction with consulting parties, develops programmatic and memoranda of agreements, treatment plans, and preservation plans. Monitors, ensures compliance with, and reports on the terms and conditions of such agreements and plans. Provides analytical data and reports on all heritage activities in the office as part of the annual heritage report or other data calls.
Heritage and Paleontological Resources Environmental Analysis and Planning Documents: Writes and prepares heritage and paleontological resource input for portions of environmental documents such as environmental assessments and planning documents, and coordinates with other specialists for multiple use documents, in accordance with the National Environmental Policy Act and Federal Land Policy and Management Act. Prepares overview studies and synthesizes technical and analytical reports. Reviews plans and projects to assure coordination, evaluation, or protection of heritage and paleontological values. Assesses the planning area at a landscape level to determine the best management for heritage and paleontological resources within that landscape and develops best management practices for such resources. Incorporates knowledge of the Potential Fossil Yield Classification (PFYC) and its use as a management tool to categorize paleontological resources in the planning area.
Geographic Information Systems (GIS): Ensures that inventory and site data are entered, managed, and utilized in various geospatial databases. Ensures that reports and data meet the format specifications mandated by BLM policy and that the heritage resources data in the system is updated and accurate. Utilizes the heritage resource and other resource spatial data to perform analyses to assist with land use planning, decision making, and day-to-day management activities. Applies viewshed analysis tools for assessing and analyzing impacts to heritage resources. May develop data sharing agreements with tribes and public or private entities showing a clear demonstrated interest in the undertaking.
