Minimum QualificationsPreferred Qualifications:
• Bachelor’s degree and six years of experience in a field related to environmental science, sustainability, archeology, anthropology, natural resources, or related social sciences and humanities. Two years of the experience must have been supervisory and include responsibility for implementation of program goals and objectives within the established budgets, and management or coordination of staff to achieve specific program objectives. A relevant master’s or doctoral degree may substitute for two years of the specialized experience, and a Master of Business Administration or Public Administration may substitute for one year of the supervisory experience.
• Managerial and administrative experience within a multi-faceted interdisciplinary and institutional environment with demonstrated organizational skills and ability to coordinate and align with key partners who do not report to you.
• Ability to articulate a vision and communicate effectively with scientists and non-scientists in writing, public speaking and through approved use of media.
• Demonstrated commitment and ability to work with people who reflect the cultural and ethnic diversity of New York State and to create an inclusive welcoming environment for collaboration with people of varied backgrounds and interests, particularly historically marginalized populations.

Duties DescriptionThe newly created Office of Indian Nation Affairs (OINA) is seeking an inaugural Director to champion agency priorities around Indian Nation affairs and supervise a small team of dedicated staff. Together with the Office of Environmental Justice, OINA reports to the Deputy Commissioner for Equity and Justice and works collaboratively to advance equity and justice for all people. The Office of Indian Nation Affairs works to address environmental concerns, cultural resources, and advanced shared knowledge through consultation with State and Federally recognized Indian Nations. This work requires dedication to meaningful communication with Indian Nations and the ability to work across DEC and other government partners to advanced priorities.
• Lead and provide guidance on consultation and outreach to Indian Nations within DEC, Governor’s Office, other state agencies, and federal agencies.
• Consult with Indian Nation representatives on highly important and/or highly sensitive topics, such as direct environmental impacts to reservation territories.
• Develop historic resource review processes with State Historic Preservation Office, other state agencies, federal agencies, and Indian Nations/Tribal Historic Preservation Officers.
• Direct the development of policy, regulations, and legislation related to Indian Nation Affairs.
• Provide strategic guidance on research endeavors with internal and external partners to ensure compliance with State Historic Preservation Law, advancement of DEC executive priorities, and shared knowledge building with Nations.
• Negotiate key contracts and MOU’s for the office.
• Lead and manage the development of a new grants program to be targeted towards supporting environmental priorities of Indian Nations.
• Supervise staff with a range of technical backgrounds. Coordinate task sharing with other DEC staff as necessary.
• Work with DEC Equity & Justice to support the agency on tools and training for just partnerships and cultural competency in working with Indian Nations.
Additional CommentsDriver’s license required. The candidate must be willing to travel, approximately 30%, throughout New York State, and occasionally out of state or overnight. The candidate is expected to make presentations or attend professional meetings on nights and/or weekends occasionally.
