- This full-time contract Archaeologist position will function as a Cultural Resource Specialist within our client’s Environmental Planning and Analysis (ECC) organization.
- The primary purpose of this position is to provide professional knowledge in the inventory, evaluation, protection and management of prehistoric and historic resources.
- This position will require the ability to balance and prioritize multiple assigned projects and interact with a wide variety of our client’s internal personnel and management, as well as federal, state, and tribal officials and other interested parties.
Organization and Culture:
- The ECC organization obtains information on cultural/historic/archeological resources that may be affected by our client’s and partner agencies (Bureau of Reclamation and the US Army Corps of Engineers) ongoing operations of the FCRPS, client’s ongoing transmission line maintenance, and our client’s fish and wildlife habitat restoration program.
- Our client utilizes a variety of systems to record, maintain and track information for analyses, consultations and reporting in accordance with federal and state laws.

- With oversight and approval from our client’s manager:
- Develop and recommend plans for cultural resource fieldwork, such as plans for pedestrian survey, subsurface testing, and site monitoring. When needed, conduct background research, field inventories (including subsurface testing) and generate resulting reports that, depending on nature/type of project, meet the requirements of various state historic preservation offices, tribal historic preservations offices and other consulting parties.
- Balance and prioritize numerous projects simultaneously; track / monitor program and/or project expenditures, alerting appropriate client’s manager and/or COTR of potential issues / concerns.
- Evaluate cultural resources for eligibility for inclusion in the National Register of Historic Places in accordance with regulations implementing the National Historic Preservations Act; including development of documents for consultation with State and Tribal Historic Preservation Offices and other interested parties.
- Facilitate/coordinate meetings including: preparing and distributing agendas, taking and distributing meeting notes, preparing, compiling, copying, etc. meeting materials, and coordinating with program participants who may represent other federal and state agencies and tribes.
- Participate as a team member in preparing NEPA documents (i.e., drafting or reviewing relevant reports and sections of NEPA documents), detecting / identifying special cultural resource considerations and potential associated impacts.
- Draft, edit, and review contract statements of work (SOWs) and the associated deliverables for review and acceptance by our client’s manager, Project Manager(s) and/or Contracting Officer’s Technical Representative (COTRs).
- Maintain process, disperse / destroy electronic and hard copy records (compliance reports, site records, etc.), files and filing systems in accordance with compliance and the Information Governance & Lifecycle Management (IGLM) standards and procedures.
- May prepare and review cultural resource management plans and project plans, recommending specific actions needed for long term cultural resource protection, including priorities, costs and schedules.
- Provide expertise and recommendations on the compliance of various proposed undertakings with federal cultural resources laws, their associated regulations, utility and federal policies and guidelines, including Department of Energy (DOE) tribal policies and guidance.
Education and Corresponding Experience (required on matrix):
- Bachelor of Science in Archaeology, Anthropology or directly-related field is required.
- Master’s degree in Archaeology, Anthropology or directly-related field is preferred.
- With an applicable Bachelor’s or Master’s degree, 5 years’ professional work experience or equivalent specialized training in archaeological research, administration or management is required.
- A professional in prehistoric archaeology requires at least one year of full-time professional experience in the study of archaeological resources of the prehistoric period.
- A professional in historic archaeology requires at least one year of full-time professional experience in the study of archaeological resources of the historic period.
Required Technical Skills and Experience (required on matrix):
- 6 months of supervised field and analytic experience in Columbia River Basin archaeology.
- Working knowledge of the National Historic Preservation Act (NHPA); demonstrated experience with and/or knowledge of section 106 of the NHPA.
- Extensive experience in conducting archaeological field inventories and producing written technical reports.
Preferred Skills and Experience (optional on matrix):
- Archaeological experience within our client’s service territory (Washington, Oregon, Idaho, Montana, California, Nevada, Wyoming).
- Knowledge of the National Environmental Policy Act.
- Understanding of GIS and GPS technology.
- Knowledge of reservoir impacts to historic properties, electrical transmission systems, and fish and wildlife mitigation programs.
Additional Requirements (not required on matrix):
- Valid U.S. Driver’s License is required.
- First Aid/AED/CPR Certification required within 30 days of assignment start. Worker/Employer is responsible for maintaining current certification.
- White Hard Hat
- ASTM F2413-11, Class 75EH rated footwear with over-ankle lace up and rigid sole and heel. The exterior of the boot must be made entirely of natural materials (all leather or leather and rubber combination) to conform to Arc-Flash requirements.
- Additional PPE required by State or Federal OSHA for the work being performed.

- Dependent on assigned project(s), the Contract Worker in this position may be required to execute a Disclosure Statement certifying that they have no financial or other interest in the outcome of the subject project. (Note: The term “financial interest or other interest in the outcome of the project” for purposes of this disclosure is defined in the March 23, 1981 guidance “Forty Most Asked Questions Concerning CEQ’s National Environmental Policy Act Regulations,” 46 FR 18026-180338 at Question 17a and b.) Disclosure Statements are required of Contract Workers assigned to prepare Environment Impact Statements (EIS).
